How does the government shutdown affect notary pliblic in 2025 ?

A federal government shutdown does not stop most routine notary work, as state-level functions like notarizing wills and trusts, real estate closings, and state-specific documents continue as normal. However, it can cause significant delays for documents requiring federal processing or authentication, such as  FHA and VA loan signings ,  IRS 4506-C tax transcripts , and  apostilles from the U.S. Department of State .  What is unaffected Standard Notarizations:  You can continue to perform most notarial acts for state and private documents, including wills, trusts, and powers of attorney. State-Level Services:  Many state-level notary services, such as apostilles issued by a Secretary of State office, remain open and functional because they are funded by state and not federal budgets.
